That's defiantly an Eastern Tent Caterpillar. Gypsy caterpillars have a double series of red raised spots along the top.
Yes, it's an Eastern Tent Caterpillar (a native species), not a Gypsy Moth. These live in that white webbing you see on branch tips in the spring.
